Sounds like your hooter valve is leaking. Disconnect the line going to it and suck on it; it should hold vacuuum as long as your tongue covers the hose. If it leaks down, the valve is bad (or the hose is leaking).
I'm not sure how the canister works, but there is an electrical valve on top of it. I think (stress "THINK") it's supposed to open when the ignition is off and close when the ignition is on. See the link below.
