The leak wouldn't be enough to depressurize the system, unless you were pouring coolant on the ground.
The temperature gauge and when the fans come on is only loosely correlated. The fans come on when the radiator gets hot. The gauge shows the temperature of the coolant in the engine, not the radiator. It's entirely normal for the temperature gauge to go up well over 9 if there is minimal airflow over the radiator - i.e. stop and go traffic. The radiator has to get hot enough to trip the thermoswitch on the radiator to turn the fan on - naturally, that would mean the engine is at least as hot, if not hotter.
The thermostat controls the flow of coolant from the engine to the radiator. I second Turboman's comments - check the thermostat. Actually, if the thermostat is more than two years old, just replace it. While you're at it, think about a cooler (82C) thermostat. As T pointed out, get a OEM thermostat, as they are special - dealers stock the 82C, and you can get them mailorder from the BB sponsors.
