Stalled out upon slowing down on highway

As I aproach the exit ramp this evening, I notice that the RPM guage is sputtering(going up and down), the other guages are also going up and down, as if power was supplied, then not supplied, then supplied again, etc.etc. So, the car stalled out. I tried to start the car and got no turnover at all. The voltage guage was down to 7.4 volts. Now the voltage guage doen't even light up.
Does this sound like an alternator problem to any of you?
It seems as though my car can't hold a charge.
