sticky clutch

I have a '91 turbo and am having a problem with the clutch. When I push in on the clutch slowly then sometimes it won't come back up. I have to pull it back up. Also I can push in the clutch half way and take my foot off and watch the clutch push in the rest of the way by itself. The clutch seems to work fine if I push in the clutch at a normal force. It will pop right back out.
Is this some type of problem with the hydraulic?
