In addition to tie rod ends, it could be the suspension bushings. The A-arm is connected to the chassis with rubber bushings, and the rear bushings wear out over time. When you hit the brake, this compresses the bushing. If the bushing moves a lot, then the alignment changes, which changes the bite of the tire, which changes the compression of the bushing, and so on. This can set up a 'wiggle' in the front end. I had a vibration that occured at certain speeds, and sometimes under braking. I replaced the rear bushings in the front suspension, and the problem cleared up. The handling was much improved, too.
Jack up and support the front of the car, and pull off a front tire. You'll see the lower A arm. Slide the blade of a large flat-bladed screwdriver between the A-arm and the chassis, and lever it so you move the rear of the arm back and forth. Look at the rear bushing. If you see anything more than just a fraction of an inch, the bushing is probably worn.
