89 9000 Vacuumline/Idle Question

Ok, my idle was surging, and looking around I noticed the 3way splitter for the vac lines of hooter valve, intake manifold, and 3rd line back into the firewall, anyway the line into the firewall was off the 3way splitter. so I put that back on and that stopped the surging, but its still high, i try to follow the line back into the firewall with my hand but I can't find the end of it. It goes to the turbo gauge right?
A guy was telling me that theres somesort of one way valve alone a vacuum line (something like the PCV valve) that sits back towards (or in) the firewall behind the intake manifold and he said replacing it fixed his idle problems. Can anyone shed light on this? I'd love to have a normal idle, I'd just about cry for joy.
