Impending Doom?

Two things have caused me to worry: The first is as the weather has warmed up here in the Midwest, I've noticed the outside temperature readout in my 1994 9000 Aero has started giving me readings about 15 degrees over the actual outside temperature. This seems to happen only after I park the car for a few minutes and start it back up, and after 15 minutes of driving I get an accurate temperature reading again. It didn't do this the two previous summers I've owned the car. The second thing is I was driving along on the freeway (AC, radio, and cruise on) and my driver and passenger side windows would no go down. Both started working about 10 minutes later, the switches seem to be fine (I haven't spilled anything on them), I can't figure out what caused them to fail, and they haven't done it since. Are these two odd Saab anomalies, or am I looking at some sort of electrical failure?
