There is no service interval for changing fluid, as you know, but if you really want to do it you can approach it from either of two directions:
(1) Use a pump to suck what you can out of the fill hole and topping off with new fossil oil. Do this every time you change the engine oil, or less often.
(2) Use the procedure defined in the following documents:

These are scans of (1) the Saab TSB and (2) an Alldata.com instruction on draining from the speedo cable for cars without drain plugs. I have no idea what the special tool is in the Alldata description for pulling the speedo gear. Note that this document specifies 2.6 qts. which should be the correct spec for a '91-'93, but the new-generation transaxles take 1.9 qts.
Let us know how this fares, as others would like to know, I'm sure. This topic pops up fairly regularly and I don't know of anyone who's changed it regularly in a car without a drain plug.
