Try these checks:
(1) Pull ACC module out of dash and re-seat the connectors. Sometimes the connectors can become corroded or loose and not make good contact. To remove, pull out the ashtray and insert your hand in the cavity to pull the module out enough to grab it from the outside. I think that's the way I did it on my '91, but I can't check on my '95 cause the radio is in that location.
If you can get to it, re-seat the connector on the fan, too. I think it is buried deep into the dash requiring explosives or vast expanses of time to expose it, however.
(2) Take one layer of toilet tissue and cut a small section from it. Then place it in front of the temp sensor on dash (small, black, with holes to left of module) to determine if suction fan is working. If air does not flow over it, an accurate reading may not be getting to the control unit--though I think this is a long shot.
(3) Check for current at the appropriate fuse.
Report back on the results. I see no relays in line here, so that's not it. I just hope the module hasn't gone south.
