CV Joint or Wheel Balancing Problem?

Hello,
I've got an '88 9000S in which the steering wheel vibrates when accelerating (and sometimes decelerating) or at high speeds (60mph+). I just had 4 new tires put on and the wheels balanced which only made the vibration worse. I can also feel when the front axle rotates when rolling along in bumper to bumper traffic...it's not quite a click, but a slight vibration. Does anyone have any thoughts? I thought maybe an inner CV joint was going bad.
Any advice would be greatly appreciated!
