When I got my 91 9KT, the cruise control was not working, so I did a little research. The cruise control is vacuum operated, and since the car is a turbo model, manifold vacuum is not always present. The vacuum comes from an electric vacuum pump located within the false bulkhead on the right hand side. I unplugged it connected the battery directly to ascertain it operability. The pump worked. Next I checked the hoses for vacuum leak. I found a slight leak and repaired it. Still, the system did not work.
Then I found out, from one of the usual sources on the web, the the vacuum controls located on the arms of the brake and clutch pedals are "self-calibrating" and that this is the usual source of failure of the cruise control. To access these, remove the panel under the dash on the driver's side by removing the plastic fasteners. depress the brake pedal, and while holding it down, pull out the plunger on cruise control vacuum control thingy. You should hear several clicks. Do the same with the clutch.
This should do it. Check for proper operation of the cruise control before replacing the panel. Let us know whether this worked for you.
