it probably is a stuck chain tensioner. I had the same problem before doing the head gasket on my 87 9kT, and the tensioner was just stuck; apparently they get gooped up with oil varnish after a while (mine had about 160k mi on it) and need to be cleaned out.

Getting to the tensioner was easier with the wheel arch liner removed, but the space is still tight. It's located on the back side of the engine, under the intake manifold on the passenger side. The bolt head is large, maybe 17mm, and I think I used a spanner instead of a box wrench. (Sorry, it's been a while!)

If you really want to replace the chain, the best method seems to start by finding the connector link. Disconnect the chain at that point, but leave it draped over the back camshaft to preserve the timing. (You may want to mark the link between the old and new chain.) Attach the new chain to the old one, then rotate the crankshaft pulley to feed the new chain in, but be sure to catch and remove the old chain from the rear cam gear as you go. (It helps to have another person feeding or removing the chain as you go.)

Once you get the new chain around, you'll still need to reset the tensioner and be sure the timing hasn't changed. Crank the engine around to TDC on the #1 cylinder and look that the timing dots on both camshafts are at the top. Once this is assured, reset the chain tensioner.
