I agree with Larry that you are referring to the Lambda modulating valve which is mounted (in the 99 Turbo anyway) on the left inner fender ahead of the airflow meter, fuel distributor, and air cleaner. This modulating valve is controlled by the ECU which is mounted under the right front seat. The ECU uses the signal from the oxygen sensor (mounted in the exhaust manifold) to determine whether the engine is running rich or lean and then "modulates" the modulating valve which varies the control pressure at the fuel distributor to obtain the correct fuel/air mixture (Lambda ratio.
All of those parts need to be working correctly for the engine to run well. Now that I've repeated everything Larry said, I don't think the Lamdba modulating valve is available (it was only used on 1977-1980 99 and 900 cars). However, I've never had one fail. If it is not working usually there's a wiring problem. Also, a new "Lambda sensor" (oxygen sensor) is often needed - originally the manual called for it to be replaced every 12,000 miles I think.
