Starter issues/cold weather

Well, it is twenty something degrees out here in seattle right now- very cold for this area. My '78 99t has not been getting much use lately, but when I went to start it today, the starter sounded like it turned to motor half way, and then I just got this clicking noise... Is this just because the battery is producing low amps (due to the cold), or is it a problem with the starter? I put a testor on the battery, and it was showing pretty low- I am going to try it in an hour or two after the charger has had some effect. Does this sound like starter failure, or does the solenoid just fail to engage properly under low juice? Thanks for any advice.
