i have had to lube several of those speedos w/ electric motor oil(oil for sensitive components like an analog tape deck).
What i do is get a drill and put an old speedo cable in the chuck. Hook it up to the gauge (out of the cluster box) and run the drill while lubing the gears and such. Works great on the ones i've done, and you can tell exactly when it starts working right again.
I had the exact same problems btw.
fyi...there's a guy on ebay selling a lot of 3 or 4 speedo boxes in varying condition. These come in handy! For some reason the speedos on the later 99s are bad news w/ the trip od.
I took an older style speedo w/ the twist od, and carefully removed the face from my old one and put it on the older style speedo. Works great and you can hardy tell. The older style speedos are WAY better. They tend to have white lettering...
