The headlight relay is the large (roughly 3" x 3") aluminum "box" attached to the back end of the fuse/relay panel. It is much bigger than the other relays - if I recall it is attached with 2 screws and the wiring connects to the bottom of it. That relay controls all the on/off, "flash-to-pass", and high/low beam functions. With any luck the connector has come loose or something like that - I don't recall ever having had any reliability problems with the relays.
