To the first question, while it is possible for the water pump cover gasket to leak (one of the 3 bolts also holds an alternator bracket - check if all 3 bolts are tight. If not, clean the whole area thoroughly and see if you can confirm that it's leaking from the cover), that is highly unlikely compared to the water seal leaking.

To your second question, the pump is designed with the water seal, then the opening in the side of the block where any water leaking past the water seal will leak out and run down the side of the block, and then the oil seal below that. So, if the water seal is leaking (common) then coolant could leak onto the top side of the oil seal, but unless the oil seal has also failed (uncommon) water would not leak into the oil.

So, in 99 cars (haha)out of 100, if you see coolant leaking down the block it is coming from a leaking water seal. As much as we don't want to deal with that, it's really not the end of the world, so just dive in and do it. Parts are readily available, tools can be bought or borrowed, and there are good in structions on line as well as those of us who've done it a lot to coach you through it. The biggest headache is the need to find a new impeller or re-machine the sealing surface on your existing one (a good machine shop can do that for you using a CNC mill). Ironically it is the wear on the sealing surface of the impeller more than the seal itself that actually causes the leak. Also you have to make a replacement gasket for the cover, or possibly several of different thicknesses to get the clearance correct, that's NAPA material and a pair of scissors. Just don't EVER use a new replacement pump shaft if your old shaft has all it's teeth.
