I was successful in making a jig for installing the banjos to the hard plastic lines. I clamped two 1x2's (about 4" long) together and drilled a 19/64" hole in the center between them (5/16" was too slack) and predilled for screws on either side of the main hole. I then simply placed the wood around the end of the plastic fuel line (leaving slightly more length exposed than the barbed portion of the banjos, screwed the wood pieces together around the line and pounded the fitting home. It worked very well.
