If you've replaced the expansion tank cap and you have a new 82º thermostat and fan switch and you're sure everything else is good, you may want to go with a larger 900 radiator. It takes some cutting of the headlight buckets, 99 radiator supports, and a little trimming of bumper extensions to fit it in but it helps the 99 run much cooler. I'd only do that after you know there are no other problems though.
Also look for leakage under the waterpump (coolant dripping down the block out of the weep hole) or any coolant comming out around the head gasket. My '80 99 had been needing a coolant fill-up probably once a month before I bought it. But when I went to look at it the seals gave out and it just started squirting tons of coolant out of the weep hole.
