I don't have a 1970 wiring diagram handy, but in 1970 I think the circuits were fairly simple. The 12V to activate the blinkers most likely comes from "Ignition", that is, it's on when the key is on. So it comes from the ignition switch, through the fuse and to the flasher, then to the turn signal switch, then out to the lights. Current flows through the bulb and then back to a ground. You didn't say whether the blinkers on all four corners are on when you hit the lever for a left turn, for example, but I'm assuming that's the case. I'm guessing that the problem lies either with the flasher itself or the power to it. The flasher might behave strangely if voltage going to it is low, for example. So I would start there - make sure you are getting 12V at the flasher and that the voltage does not dip when you turn on the turn signal. If it does, there's likely corrosion in a connection somewhere that's impeding current flow. Anyway, that's a general explanation - hopefully someone can share a wiring diagram specifically for 1970.
