Got it. I think that the first thing I would check is can you actuate the starter with a jumper wire in the relay socket. If yes, then is that relay getting the 12V command to close when the key is turned to the start position. If yes, then the relay could be bad (but they are typically more reliable than other parts of the system). If no, then you have to start tracking back through the circuit to find the trouble. 99 fuse panels are notorious for the female contacts that the relays plug into getting corroded/loose and losing contact, so to me that is a leading candidate either at the start relay or the system relay. I'm assuming you have a wiring diagram.
