The cables definitely move, and I can reach behind the wheels and manually move the parking brake levers, they appear to freely spring back well too. Though like I said I have not worked on this type of brake before, perhaps when I look more closely the parking brake levers are not fully returning. I would guess the main piston is (hopefully temporarily) sticking, or the yoke is binding. Thanks for the tips!
