Without particular knowledge of 99 wipers which I have never fiddled with, I will say that universally on all cars, the position sense mechanism is contained within the wiper motor, and something is wrong with yours. With wiper switch on, of course the wipers go back and forth forever. When you switch off, power is maintained to the motor through the (internal in the motor assembly) position sensor switch until it recognizes that the wipers are in the park position, then it cuts power and they stop moving.

If you can follow all that, you may be competent to remove the motor assembly and take it apart and identify a problem and correct it. Mostly, though, just get a new (ie rblt) motor assembly and install, I expect that will cure your concern.
