Sorry for the delayed response.
The valve cover screws are p/n 93 05 988
Wave washers are 93 06 002
Rubber coated washers are 93 05 996 (I'm assuming later B engines with the smaller screws.)
Better rubber sealing washer are available from an industrial supply company McMaster-Carr http://www.mcmaster.com but they're not metric and required a bit of careful reaming using a UniBit hole reamer.
PosiDrive bits should be available from a local tool supply company or maybe some auto parts stores and even hardware stores like the Home Depot (they come in some bit assortments). You'll need to ask around. If they don't no, they'll try to sell you some Torx bits ("That's what you really mean, don't you?"). The most common size on the 99 is a number 2. Fits everything except valve cover screws, door striker plates, and maybe some other big ones. The big ones are a number 3. The bits are marked something like PZ2, PZ-2. The number 1 bit is used on the small screws like the side interior light lens.
Here's an online store I found with a quick search http://www.lara.com/cgi-bin/store/commerce.cgi?keywords=bt-pz
