My guess is that it's a production line issue. For time savings, production line workers can be told to do it one way all the time. In other words, "install the shaft in this position, install the distributor just so" and it will always be close enough to start the engine and set the timing. Independent or backyard mechanics have the luxury of taking the time to figure out how to put in the distributor so that it will time correctly, but on an assembly line you wouldn't want to have to do that.
This theory worth exactly 2 cents. Any buyers? : )
