You can get away with a single belt on the 99 b motor because the alt sits above the crank pulley with very little angle. The 16v alt. creats a much looser angle that creates stress on the alt. pulley if you are tightening it for the single belt. If you think about it, you have two points of contact on the 99 vs. three points of contact (triangle) on the 16v. I think that is where the problem comes in. A singel will definately work but it is not the best engineered solution.
