Venting about CIS on 78 Turbo (Long)

To my understanding the key to CIS, besides its lack of tolerance for vacuum leaks, is to get the system and control pressures right. I have yet to achieve victory on any of the above 3 fronts. The fact that neither the car nor the parts cars from which I am gleaning parts have been on the road in years is not helping. I found a rip in the boot that connects the fuel distributor to the turbo inlet pipe, so that is part of it, but even with completely bypassing the turbo (using a boot from an EMS to go directly to the throttle body) I can get it to run but only with the throttle closed. The system pressure is too low now (it was too high [100psi], from the clogged-inside-the-tank return line, but with my bypass rigged up it is only about 45psi now) and the control pressure is about the same.
What do you do when a warmup regulator ceases to give you enough difference between the two pressures? I have had them apart, putting the best parts from 2 or 3 units into one, but it seems an exercise in futility.
Any words of advice, encouragement, sympathy or offers of good working warmup regulators (or even complete CIS systems from 16V transplant cars) would be appreciated.
