CIS fuel problems...

OK, so I have done plenty of mods to my '78 turbo. I was hoping for 130 WHP-ish yesterday when our saab club had a Dyno day. Well, on my first run, the car sounded fantastic, and was really smooth, but the a/f reading had me pegged at roughly 15.5:1 ratio. Very lean. I decided not to run again, as I could have easily melted the lousy b-motor head. The a/f curve was really mostly flat, and my autometer a/f gauge has been lying to me all along- it says I am one LED into the rich.
So here are my questions:
Since the line is mostly flat, that means the fuel system is working smoothly, and healthy. I intend to get a fuel pressure gauge and test EVERYTHING, but at WOT, the lambda jet is setting the fuel to a preset ratio. I understand this is not adjustable either. Since the dyno run is at WOT, we can safely say the lambda jet is not right... Unless the pressure regulator is set improperly- Can that affect the lambda jet? I am going to go read my Bosch fuel injection book, and get started on that pile. Anybody have any experience tuning CIS?
