Check the fuse block and relays. They are famous for causing electrical gremlins. Make sure all connections and fuses are tight, use some di-electric grease on all contacts under the fuse block and be sure to smear a little on the riveted connections for the fuse holders. You can roll the fuses in their holders to improve contact there, or replace them with the newer pointy-end glass type. Definitely check all ground connections as MarkA suggested.
Also check to be sure no signal bulbs are burned out. That will cause them to flash quickly. Bulb contacts can get corroded so give them a little electrical grease too.
