I have never had any problem with the black plastic lines. If they aren't damaged or leaking I would leave them alone. You will probably find plenty of other things that need fixing a lot more than those, especially if the cat has been sitting outside. If old gas has been in the tank for 19 years you will probably have a god-awful gummy mess in there and the rest of the fuel system. I would pull the fuel pump and take a look.
