That sure does sound like a very peculiar place to rot, and assuming the interior had water in it sounds plausible. Unfortunately, my 74 had rotted rocker panels, so that metal went to the bone yard back in 2002. I repaired some rot on my 78T in that area, so I know that's some pretty thick stuff, especially the interior sill metal.
I'd assume all 99's are the same, but finding a donor car could be impossible. Maybe a C-900 is similar?
