Richard is right on with both his suggestions. I know what has USUALLY been the solution for me but both things mentioned have been issues with cars I've owned or worked on as well. The plate being stuck shouldn't really be associated with the plunger as (if I'm not being too ignorant) it simply "falls" when the plate is raised. It isn't attached to the plate arm. I love being corrected so let me know if I'm missing this one folks. When the plunger is stuck, it is a bear to get it free. A car that has sat for a long period of time can take a while to clean out. You're on the right track, BAAB, so take heart.
