How rusty is it? Are we talking perforation or surface rust? That's a pretty integral and tough area of the car. If you have rusted through that area, on both sides, then I can not imagine your not having rust pretty much everywhere else... even if it's hidden well. If it is surface, the solution depends on your degree of finish. You could simply brush off the area, apply POR 15, then forget about it. Might cost you 30 bucks.
