AIr flowing upwards through the air box makes the plate rise, which is drawn in by engine vacuum. If the engine is throttled more, then more air is drawn in to make the plate rise higher.
I assume the air filter is not plugged, and you have checked the rubber bellows for leaks or loose clamping? Also, the sensor plate should move rather easily, and should even bounce once or twice if you drop it.
