According to the Saab Service Manual, it is an air pump for the air injection system which is an emissions control system. The manual does not say what years the system was used, but it seems to have been before the oxygen sensor lambda system.
"The function of the air injection is to create afterburning in the exhaust pipes and manifold..."
The pump pushes air through air injection tubes into the exhaust manifold.
"The ends of injection tubes are located at the hottest part of the exhaust passage in order to achieve a maximum afterburning effect."
