My 69 uses a fairly unique motor, and had it stop working, and then start working again, but move slowly. I bought a second used motor, and took it apart, cleaned it and got an idea of what makes those things tick. I am not real mechanical, and I was able to get both working fine. I would try some oil to the pivots on the cowling first. If the wipers don't get used much, I think they kind of crud-up and get kind of funky. You might try getting up under the dash area and check that the mechanism that moves the arms isn't binding etc. Clean all contacts, and could it be the column switch? don't know how to test for that.
These are Lucas electrics, and scare me a little. Or at least my model is a Lucas anyway.
Jack Ashcraft also has a book for sale on Saab electrics. I bought it, and it has a small section on wiper motors.
