The problem with your car, and mine, is that 69 and 70 used a different Master Cylinder than the rest of the years (I believe) making them more difficult to find that particular part. You are probably going to find the same problem with your wiper motor also.
I found a new-old-stock master cylinder from someone on this site and paid $300 for it. White Post will completely redo your current one like-new with guarantee for a little less. Problem is you have to have the car, obviously, to get to it. Luckily, all of the rest of the parts you will need for the brake system are fairly inexpensive. The master is one of the most expensive parts I have had to replace in the entire car. The rear drums, and front disks are pretty easy to work on. You should probably redo the entire system once you take ownership. Get a factory manual which appear on ebay reguarly, or the Haynes manuals which I also like to use. Another option, and one that I did, would be to join the New England Saab Club and gain access to a pretty nice list of information. The New England club is pretty large and well organized. They will also help you on-line or walk you through problems over the phone. You can also use Chip Lamb at West of Sweden as a parts source, or Jack Ashcraft. Both can give you a lot of info on how to proceed.
It is going to be difficult to diagnose the problem with you future car without having access to it to see for yourself what the problem might be. It may be more than a cable adjustment if the car has been sitting for any length of time (rubber seals, hoses, siezed-up pistons in the front, fluid like sludge, etc. all fixable but who can tell at this point what it is). Can the current owner make financial allowances for the fact the car will cost more to ship without functioning brakes?
