If the fluid in the reservoir got to low, you may have air in your lines, and have to bleed the system. It sounds to me like your MC could use a rebuild/replace from fluid slipping past the seals. I had this happen on my old BMW, and could pump the pedal and get a little brake back, or at least enough to bring the car to a stop.
If the car has sat for any length of time, I would look at the complete system,and at the very least, replace the brake fluid and inspect everything really well.
