So when did we start considering 96s vintage? 1981? or did we wait until 91...or 2001? How many years? should we base it on year of design or year manufactured? What?
Anyhow, what usually happens with the keys for both 99s and 900s are that the replacements are made of brass. You have to have a STEEL key made at the dealership. That won't solve everything but will be a good start. Spray some solvent/cleaner into the lock cylinder and then let that dry well. Once dried, shoot the cylinder with some graphite and then vow to never store the cup of pepsi down there again.
Unless you are going to deal with the rust/bodywork yourself, searching this board won't be much help anyway. Talk to your friends and find a shop that can be trusted. It will always be an expensive deal when rust is involved and usually a losing deal. Rust almost always wins. I still have my first saab (1985 900T with almost 400,000 miles on it. It has had nearly everything changed but the engine block but at this point, the car is just too tired to use anymore. The rust isn't bad, but the car is starting to "sag" and such. It was a tough decision but moving on to another car (a '69 96, then a '72 sonett, then a '76 99, '76 99EMS, '68 95, 94 9000 CSE, etc.) just allowed for new loves to form. Don't be afraid to make that decision if you have to.
