Gary, the rubber brake hoses may look OK on the outside, but they can and do deteriorate on the inside and swell shut. The hydraulic pressure gets through, but the swelling prevents the fluid to return freely causing the calipers to "stick". Not sure if this is your problem or not, but worth a look. If you take the hoses off and can not blow through them they need to be replaced. I have found this several times on 96s and Sonetts front hoses and just this week on my "new" 1969 99 rear hoses.
