71 V4 ....high idle. must run with choke out

Saabers:
New rebuilt engine/gasket set/ MSS cam/ new weber.
I checked over and over again for vacuum leaks..nothing. booster/pcv valve etc...I shot soapy water all around the carb manifold, ...no leaks.
I must pull the choke out a bit to keep the engine running. The rpm must run high or the car engine will cut out.
I am wondering if incorrect jets in the Weber carb (34ich) could cause this.
I am also wondering if the MSS racing camshaft is the culprit.
JAck is not familiar with the 34ich, so he can not offer much help.
How do I check the jets and what jets should I have?/
