The device the trans end of the freewheel rod hooks on through, can get internally worn/distorted, especially troublesome with the white plastic style. With some simple general cleaning of the area, remove bolt with tension spring and lift up then turn freewheel actuation cam rotational cover and inspect for ovalizing where the freewheel actuation rod ( pencil size ) metal shaft rising in the hole where the piece was removed. ANY ovalization in the round hole underneath, will decrease range of engagement/disengagement.
I have seen many plastic peices ovalized so it is worth the simple inspection. Reassembly is easy, offer up(down)the plastic piece over the verticle fork arm in the hole. part availiability unknown by author. Don
