Is your charge idiot light in the dash functioning properly? IE, does it glow orange when you first turn on the ignition? If not, that could very well be your problem!!
The idiot light supplies a small amount of field current to the rotor when the car is first started. If that field current from the idiot light is not present, then the alternator will have to come up to a higher speed for the field current to kick in. Once that happens, everything will be fine and you can drop the RPM down.
So check your idiot light.
