Hi Chris,
Yes, the gear can be welded to the hub, but I DO NOT recommend it. Welding of freewheels was common at one time. I just don't believe ANYTHING in a transmission should be welded. Period. If you want to lock out your freewheel, then use a sleeve, don't weld.
In your case, you have worn teeth on the gear. By the gear, I assume you mean the part that slides on the shaft, has two sectors of teeth, and engages with the freewheel hub? If so, I have an offer you can't refuse! I can supply you with a used gear that doesn't have worn teeth! How about that?
One final comment, something that does help in these situations is to force the gear further into the hub with a lockout sleeve. The outer hub teeth are also worn and if you can get the gear past the worn area, it helps.

PS- I happen to have sitting right on my desk, a brandy new Saab P/N 7074305, called a Freewheel Clutch. The very gear you're talking about. However, I can't part with that one! It was a recent gift from a very good VSaab friend.
