Could be not traveling far enough. Or incorrect adjustment. Pushing the TOB fork by hand at the slave cylinder, it should have around 4-5 mm of travel if my memory is correct. If it is a new clutch, the disc might be too thick. If so, sometimes shimming the pressure plate will solve that problem. If the car hasn't been driven in some time, the disc might be stuck to the flywheel. My son's Sonett, which sat un-driven for more than a year prior to us getting, it had the disc stuck. Once we got the hydraulics working we started it in gear drove to a near by hill and went downhill in gear with the clutch pedal depressed, disc freed itself.
