Disconnect distributor advance?

Is it possible to run distributor (Pertronix electronics) and Weber 34ICH without connecting vacuum advance on distributor? (Plugging off vacuum)
Timing is fairly good with engine at cranking, but is "heavily" advanced with vacuum advance; plus the advance does not seem to "drop back" after raising rpm's
Probably emissions would not be that great with vacuum advance disconnected.
