That really sounds like the idle speed is too high.
Possibilities :-
1. Idle speed too high ( 900 rpm max ) when checking.
2. Leak on servo pipe - try pressing brake pedal and see if there is a noticeable change in engine speed / timing.
3. Ball bearing stuck on valve on carb intermediate plate.
4. Contact breaker base plate moving - check return spring. If necessary temporarily wedge it down with a screw or something to stop it moving.
5. Loose / bent / badly pitted points forcing a late completion of the circuit.
6. Broken governors / springs in distributor - not working properly with centrifugal force when the rotor arm spins.
7. Worn distributor shaft - you will see the whole thing sway when the engine is running!!.
