Official Saab Sport and Rally parts seem to be quite rare in the US; maybe not quite so much so in Europe, where apparently there are enough defunct ex-rally cars to provide a trickle of parts to the determined scrounger. Motorsports Sweden is one place they're advertised fairly frequently, judging by what's on their website.
Unless you're trying to do a concours restoration or recreation (e.g. duplicating Per Eklund's factory car) it might be easier to work with an established V4 performance vendor to reproduce the characteristics you want via a more readily available reground cam. For example, if you want a "mild" street/performance cam that doesn't sacrifice too much low-end flexibility, a vendor might suggest one reground to "Isky F4" specifications; if you want a more radical full-race cam, an "F66" might be recommended. These are just hypothetical examples, though, so consult with an experienced performance V4 builder/vendor to figure out what would be the best match for your needs.
