Is your 99 a 1985 year model or are you just talking about the engine size? Anyway, I had the same problem (maybe a bit more extensive) in my '76. There is a main power wire that surely comes from the ignition but actually had constant power feeding the engine side of the fuse box. I had placed the wrong sized fuse in the interior light slot (same color, different amps) and the area started to melt. THe large grey wire that plugged in there was damaged but still carried a current. Strangely, the dash lights and gauges would not work. The power from that wire fed the two on either side of it and the heat had ruined the connection. Once I bypassed that and connected the three "manually" so to speak, everything worked fine. Eventually, with movement and such, those connections would come lose and I'd have to jimmy with them some more. Finally, I did what I should have done in the first place and replaced the part that holds the fuses.
My lights would work when nothing else would and the battery did start to drain until I replaced the piece.
