I always think that with old classics there is almost no formula. But it depends on a few high "factors" that may not necessarly have anything to do with the car.
First - where do you live? I live in Canada and I was up way up north once in my (at the time) 86 SPG and when I broke the fan belt they asked me who made "SAAB" and how do you spell it....I could have sold my SAAB up there for about $50 and it would have been a chicken coupe.
Second - is there a strong following of these cars (clubs, racing, resto shops, ) in your area? If there is you are in luck. Any SAAB nut will pay big money for an early 99ems because.....well lets not get into why...because we're nuts that's why :)
If you are buying, pay what you think is fair or just buy it (if you can afford it) because you have always wanted one. Are you planning for this to be your daily driver?
One last word...I am usually quite careful with very low mileage cars due to the vehicle not being in use often. This causes many gaskets and rubber to dry out and suddenly start leaking all at once. Also check out the diff and tranny - they are only 1/2 submerged in oil when standing (so can corrode).

I bought my 99 GL with 77K (perfect body and paint, damage to driver's door and no wheels! for $150 Canadian (like $1.25 USD))...o.k not really a realistic price but see reason #1.
